# What SEER2 Rating Actually Saves Money Here?

SEER2 explained against the old SEER metric, real payback math at Arizona versus coastal California cooling hours, and where the efficiency return curve flattens out.

## SEER2, and Why the Number Changed

SEER2 replaced SEER as the efficiency metric for cooling equipment, and the change was not cosmetic.

The old SEER test measured equipment under conditions that assumed very little resistance from the duct system. Real houses have real ductwork, which imposes external static pressure the blower has to work against. SEER2 tests at a higher, more realistic static pressure, which means the number reflects something closer to installed performance.

Because the test is harder, the same physical equipment scores lower under SEER2. Roughly speaking, a 16 SEER unit is about a 15.2 SEER2 unit. If you are comparing quotes and one lists SEER while another lists SEER2, you are not comparing like with like.

The Southwest also carries regional minimum efficiency standards above the national baseline, which is why equipment legal in the Midwest cannot be installed in Arizona. Your starting point is already above the national floor.

## Payback Scales With Runtime, and Runtime Varies Enormously Here

This is the whole argument, and it is why national advice about efficiency tiers is close to useless in our service area.

Efficiency saves a percentage of the energy your system uses. If your system runs a great deal, a percentage of a large number is meaningful. If it barely runs, the same percentage of a small number is not.

> The jump from regional minimum to mid-tier delivers the largest single improvement. Each step above that costs more and returns less, and at the very top you are frequently paying for features rather than for electricity savings.

## What You Are Actually Buying at Each Tier

**Regional minimum, single-stage.** One capacity, on or off. Cheapest, and still a reasonable choice for a rental, a short holding period, or a home with modest cooling hours.

**Mid tier, two-stage.** A high and a low output, running on low most of the time. This is where most homeowners in the Phoenix metro find the best balance. Comfort improves noticeably over single-stage, humidity control improves, and the cost step is modest.

**High tier, variable-speed inverter.** Modulates continuously across a wide capacity range. Quietest, best humidity control, and genuinely efficient because it spends most of its life running steadily at part load rather than cycling. Worth it in a long cooling season, and worth less where the system rarely runs.

**Top tier.** Diminishing returns on electricity, increasing returns on features: better controls, better sound, better staging. Buy it if you want those things, not because a payback calculation demands it.

## The Trap: Efficiency Cannot Fix Bad Sizing or Bad Ducts

A 20 SEER2 variable-speed system that is a full ton oversized will short-cycle, dehumidify poorly and never approach its rated efficiency, because that rating assumes sustained part-load operation.

A high-efficiency system on a duct network that fails a static pressure test will also underperform its rating, because SEER2 assumes a certain external static pressure and your ducts exceed it.

Both of those are more consequential than the difference between adjacent efficiency tiers. Get the sizing right, get the ducts right, then choose a tier.

## Rebates Change the Arithmetic

The payback calculation is not just electricity. Higher tiers qualify for incentives that lower tiers do not.

APS and SRP run separate rebate programs in Arizona depending on your meter, and California customers may qualify through TECH Clean California plus their individual utility. Higher-tier and heat pump equipment is where those programs concentrate. (The federal 25C credit ended for installations after 2025, so it no longer enters this calculation.)

Those incentives can move the effective cost of a higher tier close to a lower one, which changes the answer.
