# Why AZ and CA Service Is Different | Comfort Pros AZ and CA

> The same contractor license does not cover both states. Here is what is different about doing HVAC and plumbing work in Arizona versus California — codes, refrigerants, water, load sizing, and what that means for your quote.

Two States

# Why AZ and CA Service Is Not the Same Job

Comfort Pros is one company, but it operates under two licenses, two sets of codes, two refrigerants, and two different design temperatures. Here is what that means in plain language — and what it means for the quote you receive.

The short version

## Same Standards, Different Rules

We hold an Arizona Residential and Commercial HVAC license (ROC 364742, Specialty Dual CR-39) and a California C-20 license (#1040927) and operate under each one in its own state. The diagnostic process, the flat-rate pricing model, the no-sales-pitch commitment — those are the same on both sides. The codes, refrigerants, efficiency minimums, and inspection requirements are not.

This page is a plain-language summary of the practical differences. If you are moving between AZ and CA, or you service both states, this is the orientation you would otherwise get from a long phone call.

The differences

## Eight Things That Change Between States

Each of these affects what we install, what we recommend, and what your quote looks like.

Both states

### Two licenses, two inspections, two jurisdictions

A residential HVAC license in Arizona is AZ ROC 364742 (Specialty Dual CR-39, Air Conditioning and Refrigeration); in California it is CSLB C-20 #1040927. We hold both and dispatch under each. Inspections, permits, and code enforcement are run by different agencies on each side of the state line, and they do not transfer.

Refrigerant

### California moved off R-410A; Arizona is transitioning

California began enforcing the R-454B transition under Title 24 Part 6 starting in 2024; Arizona adopted the same standard on a delayed schedule. New equipment installed in CA today runs R-454B by default, and the recovery and handling rules are stricter. AZ replacements can still be R-410A on some inventory, but R-454B is becoming the default for both states. We stock both.

Cooling load (Manual J)

### The design temperature is not the same

A load calculation sized for Phoenix at 115°F design is not the same calculation as one sized for Burbank at 95°F design. The walls, attic, and orientation interact with the design temperature differently, and the resulting equipment size changes. TrueQuote AI uses climate-zone-specific inputs so the AZ and CA quote do not share a number.

Efficiency (SEER2 / Title 24)

### California enforces a higher minimum SEER2

California Title 24 Part 6 sets a higher minimum efficiency for new equipment than the federal SEER2 floor that Arizona follows. A SEER2 14.3 system can be installed in Phoenix; the same system in California requires SEER2 15.2 or higher. We will not quote an AZ-spec system into a CA address, or vice versa.

Ductwork

### CA installations are tested and sealed under Title 24

California installations trigger duct testing and sealing requirements that AZ does not currently enforce to the same level. We include duct sealing in the CA quote rather than raising it at inspection. In AZ, duct sealing is recommended but not required at replacement.

Water

### Hard water in AZ, hard water in CA, different problems

Both states have hard municipal water, but the failure modes differ. AZ water runs 15-25 grains per gallon and destroys water heaters in 8-12 years via sediment. CA water varies more by district and tends to scale faucets and tankless heat exchangers faster. Water chemistry changes the maintenance plan and the equipment we recommend.

Heating

### A furnace is a one-week decision in AZ, a six-month decision in CA

Heating in Phoenix runs maybe six weeks of genuine demand per year. In La Crescenta, Burbank, and the foothills it is closer to four months. The foothills and the Antelope Valley get real freeze cycles; Phoenix rarely does. Furnace sizing, freeze-protection plumbing, and dual-fuel decisions depend on which side of the line you are on.

Pricing

### Flat-rate works the same way, but the numbers move

Our pricing model is flat-rate on both sides — same diagnostic-first process, same quote-before-work-begins commitment. But California permitting, Title 24 testing, and refrigerant recovery cost more, and we quote those costs into the job rather than adding them at the end. An AZ quote and a CA quote for similar equipment will not match exactly, and that is by design.

What stays the same

## Two States, One Standard

Different codes, same diagnostic. Different refrigerants, same flat-rate model. Different design temperatures, same Manual J process. Different phone numbers, same owner, same review of every complex load calculation.

If you are pricing a job on both sides of the state line — say, a system for a property you own in Phoenix and one in Burbank — we will run both quotes honestly. The AZ number will not subsidize the CA number, and vice versa.

Got Questions?

## Cross-State Questions

### Can you come out the same day?

Same-day appointments are available across our Arizona and California service areas, and we prioritize no-cooling and no-water emergencies during peak season. Call (480) 435-2334 for Arizona or (818) 690-7951 for California, or text (818) 489-2826.

### How does your flat-rate pricing work?

You get the full price before any work starts, not an hourly meter plus parts. After the diagnostic, we quote the repair as a single number covering labor and parts, and that number does not change once we begin.

### What is TrueQuote AI and does it really replace a sales visit?

TrueQuote AI runs a real load calculation online, recommends correctly sized equipment for your home, and lets you buy it outright - no in-home appointment and no upsell. It is the only tool in this market that goes all the way from load calc to purchase at quote.comfortprosaz.com.

### Are you licensed in both Arizona and California?

Yes. We hold AZ ROC 364742 (Specialty Dual CR-39, Air Conditioning and Refrigeration) and CA C-20 #1040927, and we are fully insured in both states - which very few local competitors can say.
